Admittedly, I don't deal with the vendors all that often - but I believe the actual price for licenses can vary a little bit by vendor. Whether certain partners are getting slightly better pricing, I'm not sure. Knowing what I know, if I were starting a new company and looking for licensing costs, I'd probably reach out to one of the Microsoft regional offices for some direction.
