Instead of using local server, try a web based timeserver. In it's simplest form there might be some Offfset, but this might be no problem on your setting.
An other simpler solution might be to check timestamps on your tables - if something is newer then actual datetime - oops
Anyway the setup is bad, a user - operator - should never own the right to change Date / Time at all. It sounds like he runs as admin - what is known as idiotic for decades. At least I must swap to my admin account to do change something.
