But with the the Read-only access on the VFP, the FoxCode.dbf does not get updated, the features don't get added. I have seen this when using Thor also. It seems easier to bend Windows to the way VFP expects it to be, instead of banging head against the keyboard and trying to determine why WIndows is fighting me.

By default, FoxCode.DBF isn't stored in the Program Files hierarchy. If that's what you're seeing, it's something weird about your setup. On my machines, FoxCode.DBF is stored in my User files. Check HOME(7) to see where those files are being stored and if necessary, fix it in Tools | Options | File Locations.
