Because it doesn't solve all problems too. And it's laaarge overhead. A table with 10 relationships gathers a lot of space. it's what 176 bytes + index if you store it as byte, or 418bytes if stored as full char expression (352byte unformated)
It's just about the usage - do you need to merge data over different systems and so on.
