Local experience was that even when "people who turned out to be infected" drove the entire length of the North Island, stopping to see sights and eat along the way, or went to the gym, or went for walks on popular strands, or even visited shopping malls causing thousands of "contact" identifications: no community spread resulted even without a masking mandate. There's many potential explanations, but today I wish they would offer a R0 or Re for the Delta strain rather than just "highly infectious."

Perhaps one outcome when dust settles will be a single agreed reporting model for future pandemic, rather than wildly varying definitions and reporting styles making it near impossible to make rational judgments, or sometimes even to compare this week to last.
