This is a known VFP bug when 4K screen scaling exceeds 125%, so often seen on newer laptops that have 150% or even 200% scaling by default. Reduce scaling to 100% and the artifact is gone, but now you probably can't read the screen. ;-)
The bug is fixed in VFPA and in more recent XFRX- though if you use both, you may need to turn off the VFPA fix.
