>>I think "leading" via information hiding / suppressing / tweaking / falsifying against non-thinking, but reacting or evolving antagonist has to stop. In a military campaign such behaviour makes sense, in natural disaster or epidemic you should hang those responsible for more deaths due to statements said with knowledge of being untrue.
Politicians would say that it's not willful misinformation, and easy for us to be wise after we see the outcome in the news. To quote JFK:
Bullfight critics row on row
Fill the enormous Plaza de toros
But only one is there who knows
And he is the one who fights the bull.;-)
"... They ne'er cared for us
yet: suffer us to famish, and their store-houses
crammed with grain; make edicts for usury, to
support usurers; repeal daily any wholesome act
established against the rich, and provide more
piercing statutes daily, to chain up and restrain
the poor. If the wars eat us not up, they will; and
there's all the love they bear us."
-- Shakespeare: Coriolanus, Act 1, scene 1
