Perhaps it has to do with user profile? i.e. current Windows user might not have access to certain files or folders.

Another thing to check is if an antivirus or anti-malware software might be a factor (e.g. antimalware or antivirus may block attempts by EXE to access itself or other EXE as a data file -- an activity that is typical of a virus). There might also be a security setting at the OS level (e.g. like the "execute only" attribute in Novell Netware)
