Among the weirder things I remember from the years I spent on your side of the puddle was the probable explanation for any weird policy, move, rule, warning, anything that would require people to behave less than normal. There were, actually, three of them: 1) it has to be so because bank asked for it or else we wouldn't get the loan, 2) insurance rate would be much higher without that, 3) someone sued someone and left him pantless over such an issue, so Justin Case is our friend now.
