In the folder you like to change the icon, place a file desktop.ini looking like:
[.ShellClassInfo]
IconResource=Path-to-your-icon file,0
[ViewState]
Mode=
Vid=
FolderType=Generic
If you point to an exe, check the number.

In general, make hidden files visible, change the icon using the browsers property (ALT+Enter on the folder, last page, no idea how it is named in English), change icon to something (could be an exes resource too) and check the desktop.ini file for change.
