>We configured a new server. We tested it for months. It worked well on all application pools and all websites. When we moved it into production, from Azure interface, we had to recreate the Public IP address. Once we did that, it affected IIS, the application pools no longer start on reboot. After each reboot, the only way to make that run is to click start on the application pools.

Have you tried starting a trouble ticket with Azure/M365?
