Isn't one of the reasons to have an ISP or middleman, that they are responsible for handling this sort of issue? If they've done your migration, they should make sure that everything works, and address anything that doesn't (?) Any "expensive trouble ticket" should be on them (?)

This sounds too complicated to troubleshoot in this forum but maybe you can get some generic ideas from Googling [iis application pool not starting automatically].
