I understand most people use VFP open source eco-system for such operations. With some great contributions. And the stuff is free of course! When it comes to handling recent spreadsheet formats in an independent manner, I can recommend this:

This is a large maintained COM-based (although deployment is really fine) C++ code that offers support for a lot of xls* data mangling, both at import and export time. It has moved to support libreoffice formats and more.

Of course it comes at a cost. The brilliant developper is an individual, like some of us hère:-) Not a big West Coast shop. But it looks like it has worked for quite a number of businesses over the last 20 years or so. And the stuff has been maintained during the whole period:-)
