This happens with a number of people in this organization. The application and the setup program are two different programs. If they were starting the wrong exe, it would stop after the the program does its job.
But in this case, they start the application, the setup programs starts almost immediately after. They click Cancel a couple of times and the program works as designed.
So, something pulls the setup.exe in the beginning.
