Aside brute force killing foxuser.dbf. Try to USE foxuser.dbf, look if you can find the toolbar entries.

USE SYS(2005) AGAIN
BROWSE LAST FOR ID='TTOOLBAR' NOWAIT

Check if readonly, delete ....

Update: you might to restart VFP to get it into action. Consider to SET RESOURCE OFF before closing VFP - so it will not rewrite ...
