Dragan is spot on. Also this is used in the startup app AFAIR, explaining worry.
Kill this app and vfp will run as used to (sans COM if not installed in Dragans step or separately).
Fix startup routine ...

Your best bet is to add all COM you use from vfp in a subdirectory of vfp install, then just copy over this directory and register everything COM you need which to a large degree will even work in Linux under Wine (IE being the problem child there)

If you are reviving OS, perhaps re-registering is enough if dlls are on disk and registry is bonked

Have not checked recently with windows 10/11 deleted/missing IE trident dlls - you might have to install + run the edge compatibility mode or layer.
