Champenois? Nope, this was more comms system, I remember showing positions of vehicles and such.

As for the crime prediction, there was a croatian movie from the eighties, „Rhythm of crime“, where a professor in the suburbs, living an ordinary life otherwise, had a hobby of mathematical modeling the frequency, type etc of crimes in the city. Eventually got it right and within a few hours predicted the next crime and which part of which street will be the scene. Until the end of the movie when he realizes that his scheme predicts that he himself will have to kill somebody, and then he does.
