I agree that the idea is intriguing. One point, though is that using non-windows style help, such as HTML, would probably draw frowns from M$, since your system would deviate from the Windows Standard methodologies as defined by M$.

The only time I would consider that a serious concern is if you are trying to get a Windows, or Win95 stamp of approval for your product.
