Because, if it's a FTP or other external process, I'm not sure how and when would it let you call your code to update the progress bar*. If it's a VFP process that you want to track, just pick some place in it where you'd check for a certain condition - say, „did it move at least 2% since the last update“, and if condition met, update the bar.

If one knew the folder of the temporary or final transferred file, it might be possible to bind to a file system event and update a progress bar appropriately. Hmm, just noticed this request is for upload, that may be trickier.
