We use a shared file to track logins. User logs in, a check is made of the number of users logged in and the user is either logged in or told that the user limit is exceeded.

The maximum number of users is included in the license file.

The only issue we have with this method is that we are reliant on the user logging out and not all users seem to be able to remember to do that and strand their login record which requires a clean up method.
