I saw this firsthand
They couldn't scan the ballots with the system the county bought for two million.
They test-scanned the ballot and all was OK
Someone changed the ballot
No one tested the new version
It couldn't be scanned on election day, so we dumped them in a container so that someone could pick them up and count them off line.
Chaos reigned.
