A while back I'd noticed an annoying problem that occurs in Edge browser when the meatballs menu (aka "horizontal three dots") when expanded is taller than what the display allows, with the items near the bottom of this menu aren't readily accessible using mouse. I usually have to use the keyboard to scroll the menu so that the items near the bottom become visible. Once the menu has been scrolled to reveal those items, I can select those menu items. Sometimes I can use the mouse to click on the items after scrolling the menu, and sometimes not because the menu can sometimes "snap" back to the top when I hover the mouse over the menu.
However, if I switch the browser to full-screen mode (by pressing F11), the problem seems to go away. The menu when expanded will now shows a "down-arrow" (a centered downward pointing triangle) at the bottom which can be used to scroll the menu. This doesn't appear when the browser is NOT in full-screen mode. The corresponding "up-arrow" (a centered upward-pointing triangle) at the top of the menu appears when items have scrolled off-screen at the top -- appearing when the browser is in full-screen mode and not. At first, I thought that the "down-arrow" indicator might be being "cut off" by the presence of the taskbar - so I tried moving the taskbar to top, left and right position and that indicator at the bottom was missing (acting as if the bottom of the menu was being "chopped off" at the bottom).
I've not been able to replicate this weird behavior with other browsers --- partly because the other browsers don't have as many items in the menu to require scrolling (and to force the scrolling I'd have to change video resolution to something so small that Windows would not be very usable).
As for myself, I'm OK with having to use the cursor keys with the menu, but it is somewhat problematic if I have to tell other people to do the same. In particular this issue was noticed when I was trying to get an enduser to select Help/About (which is generally near the bottom of this menu) so I can check which browser he/she was using (I've found that simply asking the user for such information doesn't work since they often don't know [or even care about such detail] ).

side note: had to look up on the 'Net to figure out what that dang menu was called. Apparently it's called different things depending on appearance.
"hamburger" -- a column of three horizontal bars
"kebab" -- three vertical dots
"meatball" -- three horizontal dots
Whenever I'd called this icon "ellipsis", most people don't seem to know what that means (sometimes they've never heard that name, or are wondering why I'm talking about ovals). Most often I've had to say "three dots arranged up/down" (since I've run across folks who didn't know what "vertical" and "horizontal" meant).
