I reversed the order of the loop and it solved the original problem and doesn't seem to have introduced any new ones. (My original concern was that we have cases where forms are paired and that they close in the right order. Either that was undue or changes we've made since it seemed an issue have made it moot.)

We'll see whether this new approach causes trouble, as the beta testers hit it.
