Marshal, I was able to reproduce your problem, looks like a bug.
I drug a cursor far enough to the right in order to reach a point at which it appears the cursor moves underneath some type of window along the right limit of the DE work area. It appears to me that we are stuck using a smaller workspace than is allowed or indicated by the scroll bars. There is also a limit of window height. I do not know of a setting to change this.

Ideas:
You can stack the windows and overlap them as in the old windows 'Cascade' option. This has been my approach.
You might mention the problem to Chen and vfp advanced to see if it could be resolved.
