Nope, directory is a subset of folder. A folder includes, for example, all the non directory stuff you will find in File Explorer, like My Computer, and the directories.
So you could name any directory a folder. A directory is still the same as it was before.

OTOH, a path might be a directory, if full qualified, or not, if it's a relative one.

Only since language is weak, and people are lazy, some did not grok the fine distinction and use it random.
