It should be, but not under that name. Just run the regular setup, and installing the prerequisites is the first step. The other thing that it installs is, IIRC, the SOAP support, but I could be wrong, it's been many years.

Note that you may download the stuff from M$, I know I did when I needed an older one, as the current XML object was too security aware and would complain about an insecure and very dangerous web connection when I gave it a local file and the file was suboptimal, e.g. empty.
