Simply solutions is create report and export it to word/pdf via Frx2Any, FoxyPreviewer, Minds Eye Report Engine, XFRX or print to virtual PDF printer.
But...
- DOC/DOCX is read/write in default mode.
- PDF is read only in default mode and PDF editors are not free. But...
a) you can open PDF in MS Word (2007)/OO Writer, change content and export to new PDF.
b) user can use PDF Reader and change content adding text field (this is not joke, this actually happened)

As he said Tore, In Europe there are several restrictions.
German and Frech firm may require invoice by ZUGFeRD/Factur-X.

And last hit is PDF invoice with digital signature.
