The cheat was done by computer based voting machine.
The plot goes, that a code monkey does a "demonstrator" to cheat and the cheat is used. After some trouble
he ends up in Germany and manages to push his father to win the election for chancellor. The joke, is the father is named König, and the election promise is to become König (for those not familiar with German, König eq King). Aside the cheat, the book runs on mass psychology end the like.
The cheat is never revealed to the general audience.
