I don't understand your selection process. When you click on "DOC" (Documents) you should see Forms, Reports, Labels on the left side of the Project Manager. The "Modify" selection should be subdued (inactive). Then you click on "Forms" and then select a form and the "Modify" selection should be active. What happens when you select "All" instead of "Documents"?
