I've run into some problems using the Setup Wizard from a UNC that was not made a mapped drive; depending on how the RAS user accessed the Setup Wizard install, that could be the problem. If he currently gets to it through Network Neighborhood without having him map a drive letter to it, you might try having him map the UNC to a drive letter, and then use Explorer on the mapped drive letter to run the install.

It could also conceivably be the same sort of date/time stamp issue I ran into a couple of days ago; you could have him go through the manual procedure of copying the new COMCAT.DLL to his hard drive and registering it by hand before he tries to run the Setup Wizard again.
