What would cause a buffered table to bahave as though DELETED were set ON when it is actually set off?

I have a table where I get true in response to a SEEK() but the record pointer is not left on the sought record but instead moves to the first undeleted record in the file. In a browse window the deleted records are not visible just as though deleted were on.
