It's not enough to just copy the runtime files to another machine; you need to register them, and in some cases, there are other .DLLs that are required to make the runtime environment complete. The easiest way to ensure that the necessary files are in place and registered is to create an install using the Setup Wizard to place the necessary runtime files and other components in place as well as your application.
