Is there a bug in Visual FoxPro 5.0 and 6.0 when it comes to pageframes staying in order?

I went into properties on each pageframe of which I have a dozen. Most of the pageframes stay in the proper order, but some pageframes get out of order. I have the titles of the pageframes in alphabetical order mostly, so when the pageframes get out of order my titles get out of alphabetical order.

I can save them in order, but when I edit the form the pageframes always get out of order. It's like a losing battle. But yet when I go into properties on each pageframe the Order is correct for every pageframe.

It goes like the following order:
1,2,3,4,5,6,9,7,8,10,11,12

For some reason one page that belongs in the ninth position falls into the seventh position. I don't see any reason why it would happen.
