The lenghty discussion draws my attention. On my reply to the original creator of the related thread ("ultimate y2k.."), I too thought it wasn't legal to modify any runtime files, as the license agreement will tell you.
It seems to me you both have a different perpsective on the matter. I think you are right on saying you should not. I also think James is right on saying end users can do it and not really be infringing the license agreement, if their situation calls for it. My point is you may be trying to bring different levels onto the same plane. I don't recall James saying he may at any time modify the runtime and distribute it to its customers, but rather that the end user had a choice to do it, given the situation.
Well, this is just my point of view, and you know what to do with that :)!
