What does that mean?

You need the Everyone account from the *local* machine in both
Launch and ACcess rights. That's on the server.

However, if you use MTS none of that applies anyway.

Whoever accesses the server must have an account on it. You cannot
connect to a DCOM server over the wire without an account that exists
on the server.
