Anybody, if asked, will say he´s blue. (Reason: if he is blue, he will truthfully say so, and if he is red, he will lie.) Therefore, Ned must have said "I'm blue." Fred agrees, so Fred must be blue. If Fred is blue, Ned is blue too, and Ted (who lied) is red.
