This is the kind of precision which is not inherent only to English - I've also first understood it "remove WHOLE line if THIS ITEM is blank", but it actually should read "remove line if IT IS COMPLETELY blank".

And of course, it's done at the field level, because there's no line level. Who said we don't need OOP reports?
