I had a similar problem, and using sys(2019) found that the config.fpw was *not* being used. In my case the .exe was in the second subdirectory, and I had placed the config.fpw with it. After moving the config.fpw to the first directory, it was then loaded ok, and the SCREEN=OFF worked.
