Larry,
If you don't want your users to know that some pages are unavailable, then remove the tabs and use a next/previous set of buttons to move through the pages that you wish to have accessable.

If you don't care if the users know, then disable the pageframe tabs where appropriate. The enable/disable can be linked to the valid in any field(s) desired, or put in the activate/deactivate code, etc.
