You are absolutely correct. I'm not even certain that an updated program has to be transferred with the update.
The only criteria for an update, is that you own the program at the time you acquire the update. What you do with the program after that is up to you. I'm not even certain the same program could not be updated again in the hands of the transferee. I have never seen an update offer that forbade more than one update.
Presumably then A could update a program, transfer the base (un-updated) program to B who could then update it, then transfer the base program to C, etc.
Where the program has to be registered with the vendor for an update, then each subsequent holder would have to register it in turn.
