If you are talking about the Fast Pentium issue, then my solution would be to use the SlowStart Program. I don't see what the big issue is here....

This is not a good analogy. Changing the speed limit does not alter the characteristics of the road itself. Faster chips on the other hand - are usually have different architectures. If you wanted to use the same argument, would'nt you have a problem with the fact that SIMMS for 486 Processors do not work with Pentium Processors.
As a developer, I realize that what works now, cannot always be expected to work 5 years from now without requiring some modifications.
