If you installed the MSDN library, under Tools/Options/File Locations, you should indicate something like what's on mine:

c:\program files\microsoft visual studio\msdn98\98vs\1033\msdnvs98.col

Search for the msdnvs98.col file on your drive, or foxhelp.chm if the msdnvs98.col file isn't present. Just point the path in the options dialog to one of those files.
