Been there done that.. so here I go..
Basically there are _some_ files that you have to distribute and some you don't but can.. I ship them all. Here's a list of musts and maybes..
Musts:
vfp6r.dll
vfp6renu.dll

Maybes: (basically most of there are already there but may be too old to work with VFP 6)
mscvrt.dll
mscvrt20.dll
mscvrt40.dll
Odfox32.dll
Oleaut32.dll (this is almost a must)
vfpodbc.dll (not sure if this is only required for ODBC or not)
Olepro32.dll
mfc40.dll


Most of these can be found in
..\vfp98\distrib.src\setup and
..\vfp98\distrib.src\system
