this has been mentioned here several time (maybe it is one for the FAQ- scot?)
whne VFP installs it installs the version with the 2 licenses (some OCXs require a license for running and a design license) if you installed another app that uses this control it might install the control again but only with the run-time license
try to re-register it (using resvr32 - in windows\system) or re-install the controls from the cd
