Can anyone tell me why my reports are printing blank lines in the detail portion of the page?

I have the checkbox checked that says "Remove line if blank."

I only have 2 fields in the Details. One for Name and one for Date-of-Birth. The Print When expression is designed to only print those records that meet a certain code.

It is printing the correct records that match the code, but it is also throwing a lot of blank lines at random between required lines.

Sometimes I have several blank lines between good lines, it varies.
It doesn't appear that the records are missing any Names or Date-of-Births.
