Can anyone else confirm that this dead-headedness is 'normal' behavior? (at least for VFP6)

I placed a regular menu in a form set as "Top Level" (the menu also was set to be for Top Level). The normal key-combo's, CTRL+whatever and ALT+theunderlinedletter work in the development platform, but not when runtime.

If this is normal, I can kludge some of the functionality via on key labels...
