Ken: That's a nasty one. I can't help, since I've never had the problem. You've found a valid (if annoying) workaround, but I hope someone else jumps in with a better solution.

One possibility, though, is to work with InstallShield instead of the VFP Setup Wizard. It's a great deal more solid about handling the system files like OCXs, and has an UnInstall built in as well.
