Well, in his case, it's just related to static htmls. No data was involved. So, the entire content of the Web might be accessed in English and other languages.
He mentioned that he wanted to use Visual FoxPro to return the necessary html. So, I guess there is a reason for that instead of just doing additional version of the Web in other languages and fire the right version from the user's choice in the main menu.
