The Wang/Kodak Imaging system that ships with Win95/98 works pretty well. If it's installed (it's an optional component under Add Programs) you'll at least need the Admin and Scan controls. You can use the Edit for display, and the Thumbnail control for displaying multipage tif files. I was never able to get the Annotation control figured out, but it ends up being much easier letting the user work in the wangimg.exe or kodakimg.exe directly to mark up the scanned files.
