Jim,

You mentioned you had installed a scanner. Is it SCSI (Adaptec)? If so, there is a known problem between these adapters and NE2000 compatible network cards. If you have the above combination, I would recommend physically removing the Scanner card to see if your network functions return.

I had exactly the same problem and ended up moving my scanner to another computer on my office network.
